Telephone Assistance Prepaid Local Telephone Service Eligible if one has an outstanding telephone bill and have had telephone service disconnected, or if about to be disconnected. To qualify customers must: have all long distance calls blocked, not request services such as call waiting or caller ID, pay surcharges and fees, taxes, extended calling services and toll blocking, pay reconnection fees and two months of charges up front, and arrange deferred payment agreement for outstanding local telephone service debt. LIFE LINE: Program reduces the basic monthly telephone rates by as much as $7 and waives the federal subscriber line charge for customers who benefit from federal aid programs (TANF, Food Stamps, Home Energy Assistance Program, Health Benefit Medicaid Coverage under Chapter 62(CHIP), SSI and Women, Infants and Children) and/or who have a income below 150% of the federal poverty level LINK UP AMERICA Program provides a 50% discount, up to a maximum of $30 on local telephone service installation. Customers receiving federal aid benefits or who are at or below 150% of the federal poverty level are eligible.
